Neil is back from suspension and returns to partner Pierre Ekwah at the heart of the Black Cats' midfield.
Burstow is restored to Sunderland's starting line-up in attack after coming off the bench during Saturday's 2-1 defeat at Stoke City.
Abdoullah Ba and Alex Pritchard are the players to drop out of the team that started at the bet365 Stadium, with the duo both named on the bench at Leicester.
While Dan Ballard was described as an injury doubt ahead of the game, the centre-half has been passed fit and continues his partnership with Luke O'Nien at the heart of the back four.
