PRESUMABLY the shining beacon which the leader of the new Durham County Council, Councillor Simon Henig, wishes to create (Echo, April 2) will be the one seen by the people of the county as distinct from that beamed at government inspectors. If so, he would do well to ensure that all who work for the council fully understand his requirement and are working to that end. Unfortunately, the way things are going at present we will be lucky to see a hand-held sparkler.
