Darlington are making another attempt to sign former Sunderland striker Michael Bridges.
Quakers attempted to sign the former £5m player from Carlisle United last summer, but he instead chose Championship club Hull City who have made him available for loan.
Quakers' four-goal forward Pawel Abbott is currently sidelined with a knee injury and after last night's home draw with Rochdale, Darlington's third game without a win, Penney admitted his interest.
He said: "A circular has gone out to clubs letting everyone know that he (Bridges) is available on loan so we have made an enquiry, like most other teams I would think.
"That's as far as it's gone."
With Bridges being lined up, Scottish striker Ian Harty could be on his way out after being granted leave to deal with "personal problems".
An 88th minute equaliser denied Darlington victory last night after Tommy Wright's 59th minute header appeared likely to keep them in the top three.
But a goal from Rory Prendergast, who was on loan with Quakers last season, stunned Darlington.
"We started brightly compared to Saturday but, because we've got such a strong defence, we seem to think we can defend our lead," said Penney, who is expected to terminate the loan of midfielder Chris Palmer.
"We shouldn't be doing that, we should be pushing on for a second goal. In games like this we should be going on to try and win three or 4-0. We've got a lot to work on."
