NORTH Yorkshire county councillor David Lloyd-Williams, who has played a prominent role in overseeing elections in Eastern bloc countries in recent years, has been appointed a full member of the Congress of Local and Regional Authorities in Europe.
Coun Lloyd-Williams, who has represented Norton on the county council for 25 years, has been a substitute member for the past four years at the Strasbourg- based congress. Its responsibilities include the arts and democracy in emerging states.
His local government career has seen him represent the county council on the former Association of County Councils and he was a founding elected member on its successor, the Local Government Association, and political group secretary for the Liberal Democrats at a national level. He was also a founder of the county council network.
