The Government's consultation period for changes to the Local Government pension Scheme ended yesterday.
Unison members are angry at plans to prevent them retiring at 60 without taking a substantial reduction in their pension.
Unison is balloting its 830,000 members for strike action.
Along with the other unions , there could be a national strike of 1.5 million workers on March 28 unless a compromise can be found.
Alan Docherty, Darlington branch secretary, said: "The Government is imposing a cut in scheme that will save them money at our expense, even though the scheme can still afford the option of some of us retiring at 60."
