A YOUTH centre has been given permission to move to a new base after a knife-edge vote by councillors.
Councillor Geoff Ellis, chairman of Hambleton District Council's planning committee, used his casting vote on proposals by Thirsk Clock when councillors voted 9-9 on a motion to back the scheme.
The centre had applied for permission to move from its existing premises in the Market Place to a former guesthouse on Station Road.
People living near the site objected, saying the move could bring anti-social behaviour to the area.
The new centre will be open Monday to Friday and possibly some Saturday afternoons.
Youth workers have tried to address many of the concerns raised, including the provision of CCTV cameras.
Manager Abigail Home McGhie said the centre's users were friendly young people.
"They just want a place to meet their friends," she said.
"We have done all we can to speak to the community and we have changed our plans.
"Our staff are professionals who can manage behaviour inside and outside the building."
But Ian Perrett, who lives next door to the guesthouse, said: "Thirsk Clock could become a magnet for drug dealers. As a father of three girls, I have very real concerns for my children if this goes ahead."
