A planning application has been submitted for a housing development on a town centre car park.
Richmondshire District Council has published plans for 14 apartments and a replacement electricity substation at Yorke Square, Richmond.
The council wants to sell the car park to help pay for its multi-million pound headquarters in Colburn.
The proposal has angered residents. More than 7,000 people have signed a petition against the sale.
The council has written to more than 250 people inviting comments on the application.

The scheme has been scaled down from 17 to 14 apartments after a pre-application consultation.
