AGE Concern is planning to question over-60s in Teesdale or Wear Valley about access to amenities and services.
The charity is carrying out the survey of older people in partnership with the University of Durham.
The research will be carried out in small informal groups, which will meet two to four times over eight months in community or village halls. Transport can be arranged for those who need it.
Harriet Gibbon, chief officer of Age Concern Durham County, said: "We shall be using the results to lobby local and national government."
