PLANS to set up a fishing business in Witton-le-Wear suffered another setback after councillors failed to make a decision.
It had been expected that temporary planning permission would be given for two static caravans, a fish farm hatchery and rearing ponds on land west of Clammy Bank.
But Wear Valley District Council's development control committee deferred the application to find out how many caravans were needed.
Applicants Karen and Terry Jones had submitted plans for two caravans, which they said were vital to the business.
A spokesman for Witton-le-Wear Parish Council, opposing the plans, said: "If on-site accommodation to carry on the industry of fish farming is critical, surely one temporary caravan would be suitable to provide for the needs of the persons employed in the business.
"The parish council suggests that a single caravan is the requirement of the enterprise - two caravans is the requirement of the occupier."
Mr and Mrs Jones, who last year saw a similar plan for the site rejected, were not present at the meeting.
Chairwoman Barbara Laurie said it had been a difficult decision.
If councillors say only one caravan is required, the applicants will be invited to resubmit plans.
