BUFFER zones could soon be created between pubs and the edge of Hartlepool town centre.
Hartlepool's policy scrutiny forum has sent a list of recommendations to the council to be considered for the new local plan, which is expected to be adopted at the end of 2002.
The forum has proposed that land at Eaglesfield Road, Tunstall Farm in Summerhill, and Briarfields Allotments should not be used for new housing.
The forum has expressed concern about the environmental impact of building on these sites and has asked the council to remove them from the local plan.
The forum has also asked the council to consider the impact of new pubs and clubs on residents and to create a buffer zone to protect local people from noise and disruption.
Planning officers have suggested restricting new premises to the Church Street area and the square around York Road, Victoria Road, Stockton Street and Park Road.
A spokesman said: "To some extent, the properties on the other side of these roads will provide a buffer to residential uses beyond."
Consolation on the draft plan will continue for the next two years.
