A NEW council sits down this week to consider the most fundamental change to the way it operates for more than a quarter of a century.
Neighbouring authorities have already transformed themselves into smaller versions of Westminster, each with their own cabinet and select committees scrutinising decisions and policies.
But Richmondshire District Council delayed its reorganisation when it emerged an alternative system was being offered - a revamped committee system not quite so far removed from the status quo.
District councillors have been summoned to a meeting this week which will be asked to consider the next step.
All options will have to be presented to the public during a formal period of consultation.
However, a system will have to be adopted soon if the council is to meet the deadline for change, which falls at the end of the 2001/2 municipal year.
The meeting on Thursday will be asked to decide if the district council should indicate its own preference ahead of any discussion with the public.
Consultation and the timescale for discussion also needs to be agreed in advance.
