AN argument over the structural state of an 18th Century mill could stop a farmer building two houses on his land.
Stockton Borough Council has received an application from farmer Jeff Horn, who wants to demolish the mill at the Little Marsh Farm, in Cowpen Bewley, and build a house, as well as converting two barns to make another house.
The mill is a grade II-listed building and the proposal to demolish it has been opposed by the Society for the Protection of Ancient Buildings and English Heritage.
Mr Horn's engineer claimed the building was in a state of collapse and should be demolished because it was not safe.
But this has been refuted by English Heritage, which sent its own structural engineer to look at the mill.
He concluded that the mill could be repaired and did not need to be demolished.
Martin Roberts, historic buildings inspector for English Heritage, said: "The building has historical merit due to its listing then we would suggest that all it requires is some considered strengthening and maintenance by experienced contractors."
A spokesman for the Society for the Protection of Ancient Buildings agreed that the mill should be repaired.
Following this advice, the council has been recommended to refuse the planning application when it meets on Friday.
Council officer Bryan Harris said: "Overall this building is perhaps the most important in terms of contribution to the area, in the entire village, due to its unique nature.
"Although a rebuild scheme may reflect the original appearance of the building all architectural and historic merit will be lost."
Mr Harris suggested some building should be carried out behind the existing buildings.
