COUNCIL officers are concerned about the lack of land and buildings in a North Yorkshire town for business use.
Harrogate Borough Council's economic development officer, Nigel Avison, said the demand for premises was growing, particularly for small businesses.
He wants councillors to resist plans to turn a business complex, which has provided a home for a variety of businesses, ranging from a dance studio to a company making saunas, into houses.
The proposal is to convert Grove Park Centre, in Grove Park View.
There has been a fierce protest led by the conservation watch dog group, the Harrogate Civic Society, and Mr Avison.
Area planning officer Mairi Lock has backed the objectors, and will urge councillors, who debate the jobs versus homes issue on Tuesday, to reject the proposals.
