A Redcar school has been criticised for not consulting neighbours and the council about plans for a two-metre fence.
Ings Farm Primary School, in Stirling Road, applied to Redcar and Cleveland Borough Council's planning committee for permission to put up a steel paling fence along the length of the Stirling Road and Pembroke Way fronts of the schools.
Neighbours object to the proposal, saying their homes are open-fronted and they enjoy looking on to the school.
But governors said that a higher, stronger fence would give the children more security.
At a meeting of the planning committee, councillors considered whether to refuse the application and advise the school that a fence of 1.5m was more appropriate.
But members voted by six to five to put off their decision until after they have visited the site.
