REDCAR and Cleveland Borough Council's early years development and childcare partnership plans to create a toy library which will service all parts of the borough.
The plans complement the national childcare strategy and the work of the government-backed Sure Start programme to boost learning and play opportunities for the under-fives.
The library would be funded by the Government.
Parents were asked about what kind of toys and equipment they would like, how popular they thought the service would be, and their attitudes towards charges.
They said they thought the service would be well supported and they hoped safety equipment would also be available for hire.
Lesley Sanderson, lead development officer, said: "It is now up to the partnership to work with other organisations and the council's libraries department in order to get the service running."
