A NEW decision-making system, allowing local people a greater input into how a borough is run, is being introduced this week.
Following its Which Way Forward consultation campaign, Stockton Borough Council is launching a new, modernised constitution.
The council was given three options for change as part of the Local Government Act 2000, and according to residents' views, fixed upon a cabinet system with a leader elected by the council.
The draft constitution was approved by the Government, and will take effect from today.
It includes, for the first time, the concept of a public question time during full council meetings.
George Garlick, Stockton council's chief executive, said: "In drawing up our new constitution, we have placed great emphasis on the views expressed by residents."
Questions to the full council should be submitted at least five working days before the meeting. Another feature is forward plans highlighting issues the cabinet will consider. They will be available on www.stockton-bc.gov.uk or by calling (01642) 393063.
