DURHAM City Council is launching a scheme to find out what people think of its services.
A people's panel, called Viewpoint, is being set up to give officials a clearer idea of community needs.
Panel members will answer questionnaires and will be kept up to date on developments through newsletters.
The officers behind the scheme say it will be popular because it will give people the chance to shape the future direction of services without having to attend meetings.
Councillor Jimmy Turnbull, portfolio holder for public participation, said: "Viewpoint has been designed to take up as little time as possible of busy people's lives, while giving us a real picture of what people think."
The scheme will be launched tomorrow on the second day of a public participation event being held at Deerness Leisure Centre, Ushaw Moor.
The exhibition and conference takes place today and tomorrow, between 9.30am and 3.45pm.
