MARSHALL House, the former Marshall and Snelgrove store in Scarborough's town centre, which has been derelict for 20 years, may be redeveloped into a theme pub.
Thistlewood Estates want to convert the large building into The Litton Tree which will involve part demolition of rear floors of the building.
The borough council's chief planner Gordon Somerville said in a report to the central urban development committee that the proposal is acceptable in principle.
The committee is also to decide on plans by S Harrison Developments, of Malton, to demolish the disused Holly Court care home, in Filey Road, and to build 40 flats on the site.
