A TWO-YEAR study has been launched into national progress in improving the safety of children living away from home.
The research carried out by the York-based Joseph Rowntree Foundation (JRF), will consider if safeguards for children in residential care, foster care and boarding schools have improved since a 1997 report.
People Like Us, the report for the Department of Health and the Welsh Office, was produced by Sir William Utting, a former chief inspector of social services.
Sir William made 20 recommendations and warned against complacency.
The Government promised additional resources to ensure children were adequately protected.
The JRF study will be carried out by Marian Stuart, an independent consultant and former senior civil servant at the Department of Health.
Sir William, now a JRF trustee, said: "It is now time to determine whether the improvements needed to make life safer for children living away from home have been delivered."
