LICENSING officers at Darlington Borough Council have said celebrations to mark the Queen's golden jubilee can go ahead despite administrative problems.
In February, council officers began giving out information about how to obtain occasional musical entertainment licences for street parties.
But many organisers are failing to produce all the relevant documentation.
To speed up the process, council officers will use delegated powers to grant applications once the paperwork is in order.
A council spokeswoman said last night: "There is no way they are going to miss out."
Those under the spotlight are events at Red Hall Community Centre in Darlington, Manor Field, Hurworth and East and West Green, and Heighington Village Hall, a meeting of the council's licensing committee heard.
Applications for normal public entertainment licences were granted to The Spa Hotel, Teesside Airport, The Newbus Arms, Neasham, and Hurworth Grange Community Centre, near Darlington
