The Royal Horticultural Society is hoping to create a lake in memory of the Queen Mother at Harlow Carr Gardens, Harrogate, North Yorkshire.
The society has applied to the Environment Agency for permission and work could begin this summer. It would be one of four tributes to be created in RHS gardens across the country.
