A STEERING group has been formed in Billingham to promote the setting up of a town council.
The town is run by Stockton Borough Council, based in neighbouring Stockton. Some Billingham residents believe this acts to the detriment of their community.
Stockton and Billingham College is about to leave the town, and there are plans to close and demolish the Billingham Forum Theatre and leisure complex.
Billingham resident Colin Pollard, the man behind the new move, said: "Billingham has more issues that almost any other area on Teesside.
"People in Billingham feel, with certainly some justification, that they have been neglected.
"They feel Billingham needs a voice.
He said: "My idea is to hold several public meetings. Last night's was primarily for people who have approached me.
"Now, I want to take this to the people of Billingham and the various parts of the community."
Stockton council said the council always welcomed the opportunity for the local community to participate in the democratic process.
