A BID to build a waste transfer station will be debated on Tuesday evening.
Yorwaste - which manages recycling and waste management for North Yorkshire County Council - is hoping for permission to set up a recycling base on an industrial estate in Brompton-on-Swale.
The company has said its present facilities have to close next year and it will need another until a more permanent base opens at the Tancred site, near Scorton, in 2005.
However, both residents and firms with premises nearby are worried about litter, lorries driving on and off the site at Brompton-on-Swale, and the smell from rotting rubbish. They have called for Richmondshire District Council planners to reject the scheme.
A report to be tabled on Tuesday says the project would have a detrimental impact on neighbouring properties.
However, councillors have the final say, and will have to weigh the need for the facility against the chances of finding a less controversial location.
