A controversial route for a town's bypass should be ditched, a report to a council says.
But the report, to North Yorkshire County Council, said that although it should reject plans for a western relief road for Harrogate, a northern relief road, along with Killinghall bypass, should go ahead.
The recommendations by the council's executive will be considered by the full council meeting in Northallerton tomorrow.
As an alternative to the western route, which will be discussed at a judicial review, the council is proposing an alternative which would include improvements to the B6161 Otley Road.
The executive's report says a comprehensive traffic model should be developed for Harrogate and Knaresborough as a short- term strategy until 2006.
The county council is being recommended to link with Harrogate Borough Council to develop its scheme. It would encourage better pedestrian facilities, more cycling and public transport and the development of a park-and-ride scheme.
