SUPPORT groups aiming to prevent youngsters from persistently committing crime are being hindered by red tape, it is claimed.
Darlington Conservative Association hit out in the wake of figures which showed the North-East to be one of the country's worst areas for repeat offending.
An association spokesman said voluntary organisations could help more, if freed from local and national red tape.
"This could include parenting classes, alternative activities, mentoring schemes and educational support," he said.
"Terrible crimes can be committed by children, even those who are very young, therefore rehabilitation and prevention must be vigorously pursued and not be hamstrung by human rights legislation, the Criminal Evidence Bill, political correctness and the scope of legal aid."
