A scheme to build seven flats on a city centre site in Ripon has sparked protests.
Ripon City Council has tabled an objection to the scheme for 20-22 High Skellgate. They believe development would be too intensive and expressed concern there were no garages or parking spaces.
Councillors also feared that a narrow, blind alleyway would be inappropriate for traffic and that it could pose a risk to pedestrian safety.
The application will be decided by Harrogate Borough Council planners.
* A plea for checks to be made on lorries suspected of breaking weight restrictions on Bondgate Bridge, Ripon, has been refused. North Yorkshire County Council had asked Ripon City Council if it could conduct a traffic survey.
