COUNCILLORS in York are planning to introduce tough new measures against drivers who ignore parking rules.
Offenders who have failed to pay three traffic penalties in the past six months would find their vehicles clamped or removed instead of a fourth ticket would be issued.
The plan is designed to clamp down on a small number of offenders who ignore paying fines, but escape punishment as the vehicles are not licensed in their name, making them untraceable.
Head of network management Peter Evely said: "We will be able to identify offenders when they come to have their vehicle released, and will be able to pursue penalties dating back six months.
