A RESUBMITTED planning application to build a farm worker's home in a village near Ripon.
At an earlier meeting, councillors voted to approve the application, in a field at West View Farm, Winksley.
But because they voted against planning officers' advice, they had to reconsider the issue at the latest area planning meeting of Harrogate Borough Council.
A council solicitor's report to the latest meeting said the applicant had to show that a house was needed.
He added: "The needs of the family are not what matters.
"For the policy to apply, the applicant has to show that the house is needed in the specified location by the agricultural unit.
"In this case, it seems that an agricultural dwelling has previously been given planning permission on the basis that the dairy unit was to be relocated to a site near that agricultural dwelling."
Six councillors voted for refusal, there was one against, and two members of the committee abstained.
