The former leader of City of York Council, Rod Hills, has turned down an offer to become an Honorary Alderman.
Last year, charges of blackmail, soliciting women for prostitution, perverting the course of justice and witness intimidation were dropped against Mr Hills.
However, after his original arrest he resigned as leader and was suspended by the Labour Party.
