EVERY household in Billingham is to receive a leaflet detailing the facts about a possible town council.
In October everyone over the age of 18 in the town will be asked by Stockton Borough Council if they want a town council in Billingham.
The final decision, which will be taken by the Government, will depend on these answers.
The leaflets have been distributed by the Billingham Town Council steering committee.
Frank Crosby, the commitee's vice-chairman, said: "We were determined every household in Billingham had a leaflet put through their letterbox, to make certain as many residents as possible knew the facts about a town council.
"When voting the answer may be yes or no, but it is important residents use this opportunity to declare their interest and use their vote.
"It is their right and it could affect the future of Billingham."
The town council would work closely with Stockton Council to ensure public money is spent to meet local needs.
It would have the right to see and comment on planning applications affecting Billingham and would also set an annual budget, paid for by an extra charge on council tax bills.
The steering committee estimates this would be between £7 and £17 per year, depending on the property.
All decisions would be made by councillors elected for four-year terms.
To be eligible they must live, work or have business interests in the town.
