PLANS for a home beyond a village development limit would have a detrimental impact on the area's character and should be refused, planners have decided.
An application to replace stables and a barn with a detached home, at Primrose Cottage, Limebar Lane, Marton-cum-Grafton, near Boroughbridge, will be heard by an area planning committee of Harrogate Borough Council on Tuesday.
In his report, planning officer Andy Hough said the proposed site straddled the village development limit identified in the Local Plan.
"In this instance, only a small proportion of the site and building would be located within the development limit," said Mr Hough.
Recommending refusal, Mr Hough said the development would impact on the Marton-cum-Grafton conservation area and was in conflict with the council's plan to minimise over provision of housing.
He also said enough sites had already been given permission to meet existing housing needs.
