MP Alan Milburn visited Branksome Community Centre, in Eggleston View, Darlington for the launch of a tool library.
The library will allow members to loan tools free of charge.
It is hoped the idea will promote community spirit in the Cockerton and Branksome area and encourage people to take pride in their homes and the environment.
The library has been established by Morrisons Enterprise Trust, Cockerton and Branksome Living Enterprise and Branksome Community Association, with funding from the Single Programme Grant Scheme.
Pupils at a Darlington comprehensive school also had a chance to voice their concerns directly to the Darlington MP.
The former health secretary visited Longfield School for a surgery aimed at young people, tackling issues from war in Iraq to tuition fees.
The meeting was the first of its kind in the town, with more being planned for the New Year.
Mr Milburn said: "It is very important that young people have the opportunity to raise their concerns with their elected member of parliament.
"Holding a surgery at school makes me more accessible to young people in our town and I hope it keeps them interested in politics and shows them how important it is for them to have their say."
