ALMOST £1m is needed to improve links between a city's main railway station and one of its most popular areas.
A report for Newcastle City Council said that routes from land behind Newcastle Central Station to the Quayside were inhospitable in places.
The authority has drawn up a £975,000 refurbishment plan for the area, and could ask developers to provide some of the money.
Council leader Tony Flynn said: "Some funding has already been secured from developers, but has so far been used only to improve their own sites.
"This has created a patchwork of improved areas, and there is considerable pressure for a more consistent approach.
"We are looking at the possibility of requiring all future developers to make a financial contribution to improving the area as a whole."
If the council agrees, all new developers will have to make a financial contribution to public spaces should their plans be approved.
The council will meet on Wednesday to discuss the issue.
