SURFERS and holidaymakers may soon be able to enjoy a wide range of facilities at a £570,000 seafront building.
Residents feared the large foreshore building, in Saltburn, east Cleveland, would never be used after the project was hindered by structural problems.
Now, the development, which will include a caf and facilities for watersports, two shops and a function room, looks due to open soon.
It is hoped it will become a major visitor attraction.
Redcar and Cleveland Borough Council and the Saltburn Improvement Company were behind the development.
Work began in 1999 but was held up by engineering problems, including water getting into the building.
Councillor Joan Guy said: "At long last it's coming together. It's been a one problem after another.
"But it should be up and running be the start of the summer season.
"Businesses are all ready to move in. The scheme has essentially been funded by tax payers' money, Northumbrian Water and local businesses.
"I hope that people who have been critical of it will see the building as a welcome addition to the town."
