AN internal investigation has found no evidence of alleged bullying at Chester-le-Street District Council.
Council workers had complained to union bosses that they suffered harassment at work. But Simon Westrip, personnel, equalities and internal communications portfolio holder, said the claims could not be substantiated.
The inquiry was made after Terry Scarr, a regional organiser for the GMB union, spoke out about his concerns.
He said bullying was the cause of the authority's high staff turnover and said nothing was being done to sort the problem out.
But Coun Westrip said: "I would like to assure the council that I have looked into his allegations that there is widespread bullying and harassment resulting in high staff sickness and turnover.
"I can find no evidence to support these assertions.
"I would like to be more specific but unlike Mr Scarr I wish to respect the dignity of our employees as it is important that staff have confidence in this process."
The investigation followed the publication of a damning report by the Audit Commission in which the council was criticised for having poor leadership and a high staff turnover.
The report said it had a number of human resources issues, including high levels of sickness.
Coun Westrip said the council was taking positive steps to remedy any bullying that may have taken place in the past.
He said: "I would like to take this opportunity to remind everyone that it was this current administration that championed the introduction of the Dignity at Work Policy and members have gone on record stating that bullying and harassment will not be tolerated.
"The council has invested a substantial amount of money in providing a support service for any potential victims of bullying."
Coun Westrip hopes Mr Scarr will produce his evidence of council employees suffering harassment in the workplace so action can be taken.
Coun Westrip said: "If it is more than unsubstantiated hearsay I promise as a council we will act upon it."
At the time of going to press, Mr Scarr was unavailable for comment.
