PLANS to build a clock that emits red smoke on the stroke of each hour have been blocked for road safety reasons.

Chester-le-Street District Council wanted to erect the sculpture near Front Street but it has been stopped by its own planning committee.

Its seven-metre column was to be decorated with polka dot lights and the clock would include movement and sound as well as smoke when marking the hour.

The Highways Authority lodged a strong objection to the plan, submitted by the council's economic development department, arguing motorists would be distracted.

It said it was too close to the roundabout junction between Front Street, Ropery Lane and the West Lane link road.

Durham Police expressed concerns because the area already had a poor accident record. Police also feared people under the influence of alcohol from nearby pubs and clubs would try to climb or vandalise the clock.

Head of planning Tom Watson said: "While it is acknowledged that the artwork could make a positive contribution, giving local identity and visual interest within the built environment, the location of the clock is considered to be inappropriate."

Members of the planning committee agreed and refused to give it the go-ahead.
