THE TEAM that will spearhead a council's continued revival bid has been put in place.

Key appointments among senior members of Chester-le-Street District Council were confirmed at its annual meeting. The council, criticised earlier this year by the Audit Commission for 'poor performance' between 2000 and 2003, believes the new leadership can continue improvements begun over the last 12 months.

New chief executive Roy Templeman, who took office at the civic centre this week, will be at the forefront of efforts to reverse the council's fortunes.

His arrival was heralded by council leader Linda Ebbatson, who said the authority has recruited 'an outstanding individual' with considerable management experience, capable of meeting the challenges faced in Chester-le-Street.

"I consider this appointment to be a major step, if not the major step, on the council's journey to all round success," she said.

Mr Templeman has been city council director of environment and development services in York for the past six years, overseeing improvements in its transport system, including a successful park-and-ride scheme.

He said there were many challenges to be tackled in his new post, but added: "I see them as opportunities to improve the service delivery to benefit the residents and tenants in Chester-le-Street.

"This is an exciting time for the council and I relish the prospect of playing a leading role in shaping the futures of those who live in, work in and visit Chester-le-Street."

Mr Templeman's arrival makes way for interim chief executive Bernadette Marjoram to take on responsibility for housing services.

Senior posts agreed among the members, apart from Coun Ebbatson as leader, included those of deputy leader Coun Simon Henig (finance portfolio holder), Coun Allen Holden (environment), Coun Isabel Smith (housing and community safety), Coun John Evans, (leisure), Coun Martin Gollan (regeneration) and Coun Simon Westrip (personnel and communications).

The civic ceremonial posts for the coming year are Coun Gordon Kerr, chairman, and Coun Allen Turner, vice-chairman.
