Mr Shukla settled in the North-East in 1974, when he was appointed director of the Tyne and Wear Racial Equality Council where he worked until his retirement in 1993.
He was awarded the MBE in 1985 and an OBE last year.
He is also a recipient of the Mother India International Award, given by the Institute of Non-Resident Indians for services to the UK.
