The 13-year-old boy and the two men were arrested at a house in Amber Street, Saltburn, where the 40-year-old had climbed on to the roof. Trained police negotiators were called in.
The 15-year-old boy was arrested in Middlesbrough where he was treated at the town's James Cook University Hospital, Middlesbrough, for a cut finger.
Police were called to Amber Street, late on Monday night, following a disturbance in the street when it was alleged a Chinese man was attacked.
