A NORTH-EAST council is one of only eight authorities where half of the top five percent of earners are women.
Middlesbrough Council had 55 per cent of its top roles filled by female staff, according to figures submitted to the Audit Commission for the year 2002-2003.
At the other end of the scale, in the City of London, only 12 per cent of the key roles are filled by women.
The rest of Teesside fares quite well. Stockton Borough Council has 49 per cent, while Redcar and Cleveland has 40 per cent along with Hartlepool Council.
The North-East's worst performers are South Tyneside with 31 per cent and Newcastle City Council, 34 per cent.
