Sedgefield Borough Council's development control committee will today consider an application to build three houses in West Park Lane.
Sedgefield Civic Trust has objected to the proposal and letters of objection have also been received from residents.
A report by Durham County Council's archaeology officer says there could be Roman remains on the site which is near a Roman settlement.
Borough planning officers have said the development would not contribute to the character and appearance of the conservation area and raised concerns about potential highways problems.
Members will be asked to refuse the application.
