THE Tenant Farmers' Association is stepping up its campaign to win exemption from a controversial cross-compliance condition.
It wants Defra to exempt fields smaller than two hectares from the requirement of a two-metre margin next to hedges and wet ditches. The association rejected the condition contained in Defra's original consultation document.
"We did not feel Defra had the legal scope to introduce such a measure or that it would have any sensible practical benefit in comparison to the cost of implementation," said Reg Haydon, chairman.
However, Defra has decided to maintain the provision, although it will be delayed until next year and will apply only to fields with hedges or wet ditches. It will also be measured from the centre line of the hedge.
"While we would have preferred Defra to have abandoned two-metre margins altogether, the TFA welcomed these changes," said Mr Haydon. "We also welcomed the Secretary of State's announcement that she would consider introducing an exemption for fields under two hectares. It is now vital the Government confirms that such an exemption will apply."
A Defra survey in Cornwall showed hedges on small fields already met high environmental standards, said Mr Haydon.
