A RURAL car club, more affordable housing and the promotion of renewable energy are some of the measures outlined in a council report on sustainable development.
Richmondshire District Council has drawn up a draft strategy and action plan which aims to "maintain economic growth, while ensuring that environmental and social issues are not ignored".
Objectives to increase recycling, protect wildlife and natural habitats, and encourage alternative means of transport are in the report.
Council policy officer Rachel Ford said: "The sustainable development strategy has been developed to assist in the economic, social and environmental development of Richmondshire."
Specific measures in the plan include expanding kerbside recycling, encouraging developments on brown field sites and fitting bike stands in all car parks. It is hoped a Richmondshire car club - due to start in April - will cut the number of vehicle journeys by encouraging car sharing.
Plans have been drawn up to build affordable houses in Askrigg, Hawes and Leyburn.
The strategy will be looked at by the council's community and environment scrutiny committee on Thursday.
