Shops will not sell flour, eggs, firelighters or matches to under 16s if there is doubt as to the intended destination and purpose of the goods.
North Yorkshire Police have joined forces with shop owners in the scheme.
Safer York Partnership's Youth Action Officer, PC Lisa Mackinnon, who has organised the campaign, said that participating shops will be displaying posters to indicate that they have joined the scheme from now until November 8.
