WATER company officials are to meet Darlington Borough Council to discuss how to stop a 20ft puddle appearing on Woodland Road.
Some vehicles deliberately speed through the flood - caused by a blocked drain - to splash pedestrians, prompting calls from businesses for action.
A council spokesman said: "We are doing all we can to investigate the problem without digging up the road and causing a major disruption.
"We are awaiting the result of a Northumbria Water investigation and will be meeting this week to decide the best course of action."
The meeting is to be held on Thursday.
A spokesman for Northumbria Water said: "What we need to do is carry on our investigations into whether it is a problem with highway drainage or sewerage. We will try to establish what the cause is and, hopefully, a resolution will be found."
