A group has been formed to tackle the problem of heavy lorries breaking down on Sutton Bank, near Thirsk.
Police figures show there are more than 150 breakdowns a year as heavy goods vehicles struggle to negotiate the steep gradients and sharp bends.
A report to North Yorkshire County Council's executive announces the formation of the Freight Quality Partnership by the authority, the Road Haulage Association, police and the Freight Transport Association.
The group will study the causes of the breakdown and explore possible solutions.
An officers' report to councillors said breakdowns led to the bank being closed, causing problems in Thirsk and diversions through narrow lanes.
Surveys are being carried out to provide hauliers with advice.
