Derwentside is one of the safest places to live in England, according to a council report.
Despite several of the district's wards falling into the most deprived areas in the UK, crime figures remain below the national average.
Figures for April 2003 to April 2004 show there were 7.12 burglaries per 1,000 households, compared to the national average of 13.24.
There were 9.44 vehicle crimes per 1,000 population, compared to a 11.98 nationally. The number of racial incidents recorded is also almost half the national figure.
The district council's housing division received 354 complaints against council tenants, 53 of which were referred to outside agencies. It also helped to secure 12 anti-social behaviour orders.
John Pearson, director of development and asset management, said: "Derwentside remains one of the safest places to live in the country."
However, a residents' survey showed that fear of crime remains high.
The council's ruling executive will discuss the report and its community safety plan at a public meeting in Consett Civic Centre, on Monday at 4.30pm.
