A BID has been launched to create 10,000 jobs with a flagship North-East business park development.
The proposals would see offices, shops, a hotel and leisure facilities built at Wardley in South Tyneside, on its border with Gateshead.
Councillor Paul Waggott, leader of South Tyneside Council, said: "If these recommendations become a reality, South Tyneside, Gateshead and Sunderland will have a fantastic opportunity to reduce unemployment levels, secure jobs in existing service industries and create training opportunities for our young people."
The council is to conduct widespread public consultation before moving forward with its plans for the site, which lies north of the A184 road.
John Holmes, director of regeneration and tourism at One NorthEast, said: "We are pleased that the borough's residents, businesses and partner agencies will get an opportunity to share their views on this proposed development, which could establish the area as a key strategic location for enterprise and industry."
The site has been highlighted as part of the Regional Plan to help achieve a strong and prosperous economy in the North-East.
This was a joint study undertaken by South Tyneside, Gateshead and Sunderland councils, One NorthEast and English Partnerships.
