PLANS for flats and houses on the former convent hockey pitch in Richmond go before councillors on Tuesday.
Wimpey's proposals would see 48 apartments and terraced homes on the three-acre site in Reeth Road, vacant since the former convent school closed.
The plans also include developing open space and a play site at nearby Westfields, next to Coronation Place.
A report to Richmondshire District Council environment and planning committee says the development would be a departure from policy, as the land is set aside as recreation space in the local plan. The matter would therefore have to be referred to the Secretary of State and Government Office, if approved.
Discussions with the land-owner about providing recreational space were unsuccessful and the council agreed a year ago to begin negotiations regarding developing part of the site for housing.
Richmond Town Council does not object, but shared the concerns of some residents about traffic congestion and possible parking problems. Residents also said the play area might attract anti-social behaviour.
But other people living nearby said the development would be good use of the space.
The council is keen that some affordable housing is included in the development and further discussions are to be held with Wimpey.
