The UniBond League board have fined Spennymoor again and deducted more points - but stopped short of recommending expulsion.
Moors' owner Benny Mottram was summoned to appear in front of the UniBond League Board at Altrincham for failing to fulfil four fixtures earlier this month.
The board decided to fine Moors £1,000 for each match they failed to complete and deducted another 12 points.
Moors have been fined over £10,000 by the League for various offences, and had a mammoth 24 points deducted.
Mottram said: "I'm going to appeal against this decision, plus I'm going to submit an appeal against the previous decision from a fortnight ago, when they took nine points off us.
"It's going to cause chaos for the play-offs - I can't see how they can go ahead."
The League might be waiting for developments about a possible takeover at the Brewery Field, but time is running out on that option.
There are still various issues the UniBond League need to decide, particularly over the Brewery Field's recent ground inspection, which failed, and what to do about Moors' nine outstanding league matches.
Moors were also fined £250 for not keeping an appointment with the FA's Financial Advisory Unit earlier this year.
Bishop Auckland still have a fighting chance of avoiding relegation after they won 2-0 at Wakefield-Emley.
Manager Brian Honour said: "We've now pulled Frickley into the relegation fight, but we've still got to win our matches.
"It's probably going to the last day of the season on Saturday, but it's a testament to the players' hard work and commitment that we're still in a position to get out of trouble."
Bishops were on top throughout and after Mark Sheeran and Damon Robson missed good chances, took the lead on 70 minutes when Anthony Woodhouse nodded down a cross for Sheeran to fire home.
A valuable win was sealed with just two minutes left when Steve Salvin scored from the edge of the area.
Marine are at play-off chasing Guiseley tomorrow. On Wednesday Bishops take on League Cup winners Matlock, while Frickley go to Gateshead.
But there might still be salvation if Bishops don't climb out of the bottom four this week, because Prescot Cables are struggling financially and might pull out of the league.
If this happens the fourth-bottom club could be saved from relegation.
At the top of the table, Whitby Town were held to a 2-2 draw by Witton Albion at the Turnbull Ground. Whitby twice came from behind with goals by Scott Nicholson and Anthony Ormerod.
Gateshead lost to a late goal in 3-2 defeat at Burscough. Stuart Elliott and Chris Feasey scored for Gateshead. Blyth defeated Lincoln United 2-0, with goals by Christian Graham and Scott Bell.
